country/state lookup on registration form causes browser to consume lots of memory

Description

This was reported via email - that when the user clicked in the country drop down on the billing form, the browser began consuming lots of memory and had to be shut down.

I followed up via email to ask what browser/version and which operating system and invited the reported to comment on the ticket.

p.s. The general problem is that when you change countries, javascript code is fired to update the list of available states. It seems as though this is the code causing the problem. It seems to work ok on my browser, so I think it might be a problem specific to a browser/version.
