Use case for voting mechanism

• create a resolution
• decide what kind of voting system (enter percent required for approval)
• Maybe allow for votes and comments to be public/private
• Maybe enter level of enforcement to prevent users from voting twice
• specify the email addresses of those who are allowed to vote??
• save it. It notifies voters??
• voters get link via email, click on link, login or enter email addresses (to casually ensure you can't vote twice)
• cast vote.
• view stats on vote
